I have a Sattley 1 1/2 hp that I recently got and I'm sure as most that have been sitting, there is some pretty good pitting on the lower side of the cylinder wall. I have heard that some clean the pits really good and use JB Weld or the likes to fill the pitting, smoothing it out with and old ring then honing it when dry. WebClean out the interior of the cylinder with soap and water or alcohol. If it's caked-up with brown sludge, remove it with wooden or plastic items (such as chop sticks) so there's no chance of scratching the walls. Next, shine a bright light into the cylinder and look for rust, major scratches and pitting.

You have some other serious problem.... I have seen some pretty bad rust "rings" in cylinders from rusted rings that went undetected until the engine was pulled to be bored.
